The Role of the Designated Person Ashore in Safety Culture

The DPA is the vital link between ship and shore. We explore this ISM Code role and why it is essential for a strong safety culture.

The Designated Person Ashore (DPA) is one of the most important yet least understood roles in maritime safety. Created by the ISM Code, the DPA serves as the critical link between a vessel's crew and the company's shore-based management.

The ISM Code Requirement

The International Safety Management (ISM) Code requires every shipping company to designate a person ashore with direct access to the highest level of management. The DPA's responsibilities include:

  • Monitoring the safety and pollution prevention aspects of each vessel
  • Ensuring adequate resources are provided for safe operations
  • Liaising between ship and shore on safety matters
  • Reviewing safety management system reports and recommendations
  • Having direct access to top management without going through other channels

The Independence Factor

The DPA's effectiveness depends on independence. If the DPA is pressured to prioritize commercial concerns over safety, the role becomes meaningless. A strong DPA can:

  • Stop a vessel from sailing if safety conditions are not met
  • Require repairs or equipment replacements before a voyage
  • Override operational pressures to ensure crew rest and training
  • Report directly to the CEO or board on safety performance

Building Safety Culture

The DPA is more than a compliance role — they are the champion of safety culture. By ensuring that safety concerns raised by the crew are taken seriously and acted upon, the DPA creates an environment where every seafarer feels empowered to speak up.

A company where the DPA is respected and heard is a company where safety is real, not just a poster on the bulkhead. A company where the DPA is sidelined or ignored is an accident waiting to happen.

The DPA and the Seafarer

For the seafarer, the DPA is a name and number that should be known before joining the vessel. In an emergency or when facing an unsafe situation, the DPA is the person to call — and they must answer.
